And unlike in Death Note where the detectives "L" and "N" had aliases to hide behind, it seems that the names of every important individual in Code Geass were public knowledge. Considering that it took someone as intelligent as L or Nate Rivers to even suspect Light of being Kira, I highly doubt anyone would be able to stop Light.
